Concept Note

The year 2022 marks the 30th year of the establishment of diplomatic relations between India and Central Asian countries. Centuries-old close civilizational, cultural, trade and people-to-people linkages between them was underlined in the 1st India-Central Asia Summit, attended by India and the Central Asian Republics (CARs) of Kazakhstan, the Kyrgyz Republic, Tajikistan, Turkmenistan, and Uzbekistan. The Summit was the culmination of a series of initiatives undertaken in the twenty first century to deepen relations between them. India’s strategic partnership with the region further deepened with ‘Connect Central Asia’ Policy and a series of India-Central Asia dialogues. These dialogues helped identify avenues of cooperation including cooperation on strategic and security needs, trade, energy, natural resources, technology and investment. It also focused on services like ICT, health and medical, higher education and training, construction of infrastructure for transportation connectivity, inter alia.

This deepening of cooperation is reflective of the growing geo-political significance of CARs as well as the exemplar of the democratic development state that India has become in the current century. CARs’ landlocked location in the heart of Eurasia is at the cusp of regional complexes like South East Asia, South Asia, Middle East, China, Russia and Europe. At the same time, its rising global stock in the energy security and mineral resource market makes the region of Central Asia extremely significant in the international arena.

Similarly, India has achieved the rare feat of being one of the fastest growing economies of the twenty first century as well as a highly stable democracy with deepening of participation in governance. It has also had one of the most resilient financial structures throughout its integration into the global economy with a highly competitive service sector. This is despite India implementing some of the world’s
biggest social welfare policies for its poor.

It is this synergy of significance and experience that makes India-Central Asia relations in the twenty first century an exciting prospect. However, prospects need identification of key concerns, designing and development of policy and governance processes nurtured by participatory democratic politics. It is towards such an endeavor that the Department of Political Science, G. D. Goenka University, India,
is organising an international conference on Politics, Policy and Governance for Security and Sustainability: Future Trajectories of India-Central Asia Relations.
