The role of the community which bears the first and direct impact of the disaster becomes important for any sustainable, efficient and effective disaster
management and mitigation program. Disasters can occur anywhere in our country due to India’s very high vulnerability. Natural calamities or disasters are events which may causes damage to human life and property. Over the past few decades’ natural hazards are causing loss of lives and large-scale damages to the built-up environment worldwide which results in economic losses, the severity of which depends upon the affected community’s resilience and infrastructure available.

Climate Change & Disaster Risk Reduction is a cross-cutting developmental issue and therefore requires the highest level of political & legal commitment apart from expert level inputs. The Department of Youth Services and Sports was created during 1982-83 with an objective of involving youth in the task of National re-construction and to harness their energy towards eradication of social evils. About 40% of the population consists of youth who need ample opportunity for self-expression, self-development and cultural attainment enabling them to assume social and civic responsibility.
