Description of roles & Responsibilities:
- Object of the consultancy: To collect qualitative and quantitative data using pre-designed semi-structured interview schedules or full-structured questionnaires and maintain field notes based on the project requirements during the data collection.
- Competencies required for (i) Data collection
- Minimum 3-5 years of experience in the field of HIV/AIDS or Public-health/Social Sciences
- Experience in data collection, probing, and note-taking.
- Conducting Focused Group Discussions (FGDs), Key Informants Interviews (KII), In-Depth Interviews, and survey interviews.
- Essential: Master’s degree is desirable in public health/population sciences, social sciences, or relevant disciplines; A PhD degree in a relevant discipline is desirable.
- Competencies required for (ii) Translation and/or Translation-transcription
- Minimum 3-5 years of experience in the field of HIV/AIDS/Public-Health/Social Sciences
- Experience in translation and/or translation-transcription from various languages to English and vice versa.
- Essential: Master’s degree and PhD is desirable in Public Health/Population Sciences, Social Sciences, or relevant disciplines. A PhD degree in a relevant discipline is desirable.
- Competencies required for (iii) Qualitative data coding and analysis
- Minimum 3-5 years of experience in the field of HIV/AIDS/Public-Health/Social Sciences
- Research experience in examining qualitative data, coding, identifying themes and concepts etc.
- Essential: Master’s degree in Public Health & Population Sciences, Social Sciences, or relevant disciplines. A PhD degree in a relevant discipline is desirable.
- States and Languages: We are looking for consultants from below mentioned states, preferably from respective states, for variousresearch studies. They should be able to speak, understand and read the local languages of the respective states.

Languages: For translation-transcription work (audio files), consultants from languages of mentioned states to English and vice versa - Modalities:
- Engagement for data collection varies between 3 days (minimum) to 20 days (maximum) at a stretch.
- Engagement for translation and/or translation- transcription data collection varies between 7 days (minimum) to 30 days (maximum) at a stretch.
- Selected individuals will be empanelled for the period till 31 March 2024 on a contract letter in the first instance which will be signed between the institution and the consultant. Further extension will be considered based on fulfilling the eligibility criteria, satisfactory completion of assignments and availability of grant.
- Detailed Terms of Reference (TOR) will be provided for individual assignments on a case-by-case basis
Tata Institute of Social Sciences (TISS), Mumbai
Over the years, through its research in social work, social sciences, human resources management, health
systems and allied fields, the TISS has made consistent contributions to the public sector, civil society, and the development sector and helped shape planning, policy and programme formulation, foster critical rethinking and development of people-centred interventions. The role of academic institutions like TISS in conducting pioneering research and extension activities rooted in the context of societal realities, and aimed at influencing policy and practice for positive social change, is widely acknowledged. Over the years, the research carried out at the TISS has been increasingly used for capacity building, field action, academics and policy advocacy on a spectrum of social, economic and environmental issues. Many of the research projects are carried out with an interdisciplinary or transdisciplinary approach.
TISS has been associated with NACP for many years. Saksham (which means “making capable”) is a project of GoI, the TISS, funded by the Global Fund since 2008 to support the Ministry of Health and Family Welfare in its fight against HIV and TB in partnership with the National AIDS Control Programme (NACP). The NACO has awarded Saksham Pramaan a project for undertaking Programmatic and Targeted Intervention (TI) and Link Workers Schemes (LWS) evaluation under NACP across India. The project duration is April 1, 2021- March 31, 2024. As one of the components of the Saksham Pramaan project, programmatic evaluation research studies are being conducted. ‘Opioid Substitution Therapy (OST)’ and ‘Treat all’ are some program interventions to be evaluated in its mid-term programme evaluation. OST as an HIV prevention strategy among IDUs was formally integrated into National AIDS Control Programme (NACP) in 2007, during its third phase. The OST study will be conducted to understand programme performance at different service delivery settings like NGOs, hospitals, satellite centres and OAAT centres. India has been working with international partners to rapidly scale up testing and treatment services to reach the 95-95-95 goals. Hence, it is worth examining the gaps in HIV case detection and retention, which is crucial for the success of the ‘Treat all’ policy.
